The following biography was written by Charles R. Rose, cousin

In 1956,when Joe Rose earned his Distinguished Pistol Shot Badge, he was an Army Major, stationed in Alaska. He was Coach of 1st Army Pistol Team. He retired in 1960, as a Lt. Col. His ambition was to become Double Distinguished, with all of his legs won at the National Matches. After retirment, he moved to San Antonio, Texas, from Clearwater, Florida. He continued competing in rifle matches in Texas and Florida. He was the "Govenor's Rifleman" once in Florida. He had been a Life Member of the NRA since the early 1930s. He told me that he paid his Life Member dues at the rate of $1.00 per month while shooting for the US Navy as a teen-age sailor on board the USS Detroit. He fulfilled his dream of becoming Double Distinguished by earning his Distinguished Rifleman Badge in 1968.
